I think that the sub-tropical climate has nearly everything to do with it being green nearly all year round. The master planned communities really do not have anything to do with the area staying green.

Houston is the best city as of now no doubt we can say that. The geographical climate makes Houston looks pretty green through out the year . The surveys of 2000 says that Houston is the leading in iterms of development when compared to that of other cities in the US.
