Default Joining Two Properties

I've been searching the web for answers to this question but have had no luck. Probably because I don't know the technical details of what it is referred to.

I own my home in Baytown, Tx on a lot for 4 years now and I also own the lot right next door (nothing on the property) to me for about 3 years. I was wondering, would I be able to join these two properties together? Would it save me from the raising tax rate on the empty lot?

Default joining

First fence both properties in as one lot then go to tax office and ask. That they be registered as a single property.
